What is the rule and what does it cover?
MP 1.394 of 25 September 2026 prohibits the operation, offering, intermediation and advertising of fixed-odds betting in Brazil. Its scope is nationwide.
The text covers the formats it describes, including sports betting and online games subject to the fixed-odds regime. The change therefore extends beyond 7Games or any particular app.
Article 1 also covers activities by agents abroad targeting people located in Brazilian territory. The relevant question is therefore not simply where the company was registered. A platform advertising itself as international does not automatically become a compliant alternative for Brazilian users.
The text is a provisional measure taking effect from publication, as specified in its commencement clause. Still being considered by Congress does not make it merely an unenforceable proposal. What changes for a previously authorised brand
7Games reported authorisation under an ordinance of the Ministry of Finance's Secretariat of Prizes and Betting. That information remains relevant to identifying the operator's regulatory history. However, the measure orders authorisations to expire within its specified period and establishes immediate transition measures.

The 30-day period for authorisations to expire is not permission to continue betting until the last day. This provision must be read alongside the bans and immediate shutdown stages. An old page appearing normal does not change that interpretation.

The specific access and refund dates above follow the Ministry of Justice statement updated on 29 September. The measure's text also sets obligations to transmit information to banks after platforms become unavailable. The government states that Caixa will participate in cases of operational difficulty. That does not mean every customer must open a new account or pay a release fee. What happens to open bets?
The measure distinguishes account funds from obligations arising from bets already placed. Known results and prizes due should not be confused with bets whose events do not yet allow settlement. For pending bets covered by the transition provision, the text provides for cancellation and a full refund of the stake under the legal conditions.
This differs from cash out: early closure is a contractual feature with a price offered by the bookmaker, while the shutdown refund derives from the rule. Nor is it a promise to return everything someone lost on completed bets in the past.
For a disputed slip, useful evidence includes the original receipt, time, market, event and settlement message. The editorial team cannot access these details or replace the operator's response or an individual assessment by a qualified professional.
Advertising, affiliates and editorial comparison
Article 16 addresses the dissemination, promotion and facilitation of access to betting. The text covers different promotional media and does not automatically permit a promotion because it earns no commission. Legislative progress: why follow Congress?
Provisional measures are submitted to Congress and have their own constitutional duration. The official progress record is the appropriate source for monitoring deadlines, amendments, decisions and any conversion law. In the record reviewed, the initial period extended to 23 November 2026; subsequent developments may change practical outcomes.

Does a Supreme Court case authorise betting?
Brazil's Supreme Federal Court announced legal challenges to the measure. Filing a case is one procedural event; a decision suspending its effects is another. In the sources verified for this editorial edition, we identified no decision enabling us to claim betting had generally resumed in Brazil.
If a later decision appears, its scope must be read: which provisions it affects, who it applies to, from when and under what conditions.
